An Evaluation Study on the Commissioning Model of the UK Work Programme

Abstract
The UK Work Programme introduced in 2011 is the UK¡¯s flagship program for the long-term unemployed and an international pioneer of welfare-to-work programs. In this paper we identify three major characteristics on the commissioning model of the Work Programme: prime contractors model, black box approach, and payment by results. Based on these three characteristics we first analyze its theoretical success factors on program designs and then critically review its effects and limitations from the perspective of policy implementation.
According to several DWP¡¯s official evaluation reports and academic research papers, the design of the Work Programme seems to have some flaws and unintended or unanticipated effects are observed in the process of policy implementation at street level organizations. Especially, the design of the Work Programme is intended to mitigate risks of creaming and parking for claimants. However, the evaluation literature to date suggests that the Work Programme design is not achieving these aims and that creaming and parking do seem to be taking place at the frontline.
